Project Background

LPG Bullet Reconfiguration Project at the Otway Gas Plant is located near Port Campble VIC. OGP team was engaged to address the challenges of increased LPG yields resulting from onshore and offshore field expansions. The project’s primary goal was to reconfigure the storage system of the existing LPG bullets to provide greater flexibility in storing Propane, aligning with market demands and operational efficiencies.

OGP Approach

OGP managed the project from its early concept stage through to Front-End Engineering Design (FEED) and beyond. The company led the tender process for the detailed design scope, ensuring that all aspects of the project were meticulously planned and executed. This involved close coordination with various stakeholders, including external contractors, interdisciplinary teams, plant personnel and fabrication workshop, all within a highly constrained timeline.

  • Early Concept and FEED: OGP began by developing the project concept and guiding it through the FEED phase. During this stage, the company focused on ensuring that the design met the operational needs of the plant while maintaining flexibility for future market changes.
  • Tender and Design: OGP managed the tender process for the detailed design, selecting contractors who could meet the project’s stringent requirements. Interdisciplinary checks were conducted to ensure that all aspects of the design were coherent and aligned with project objectives.
  • Procurement and Fabrication Management: Given the tight timeframe leading up to the planned shutdown, OGP team prioritised the procurement of long-lead items and managed the fabrication process. This included close collaboration with suppliers and the equipment fabricator to ensure that all materials and components were delivered to the site on time.
  • Construction and Commissioning: OGP ensured that the construction activities were completed efficiently, which also included commissioning the reconfigured LPG bullets, with thorough testing to validate the new configurations.
  • Software Upgrade: Following the physical construction, OGP managed the second phase of the project, which involved software upgrades. This phase focused on updating the control systems to accommodate the new LPG bullet configurations and ensuring seamless integration with existing operations.

The Outcome

OGP’s proactive project management, early procurement strategies, and close collaboration with stakeholders, contributed to the successful completion of the LPG Bullet Reconfiguration Project at the Otway Gas Plant, overcoming the challenges of a tight schedule imposed by the planned shutdown. We achieved all objectives within the required timeframe, resulting in the reconfiguration, providing Otway Gas Plant with the necessary flexibility to optimise propane storage and respond effectively to market demands, showcasing OGP’s expertise in delivering complex projects under tight constraints.
