Project Background

The Australian Energy Market Operator (AEMO) reviewed the secondary design concepts proposed by AusNet for the Sydenham Terminal Station (SYTS) and the new Bulgana Terminal Station (BGTS). AusNet had proposed adopting IEC 61850 instead of a conventional secondary system.

The OGP Solution

OGP Group was engaged by AEMO to perform the following:

  • Review the concept design provided by AusNet to ensure the design:
    • Provided adequate Reliability, Availability, Maintainability and Performance (RAMP).
    • Provided safe and reliable operation of the power system by AEMO.
    • Would not impair or restrict the nature of future augmentations and connections.
    • Would be compliant with AEMO’s own requirements.
  • Provide advice to AEMO regarding issues associated with the use of IEC 61850 based secondary systems that may affect AEMO’s normal considerations.

The Outcome

OGP provided AEMO with the confidence that AusNet’s proposed implementation of IEC 61850 was fit for purpose, enhancing the reliability and resilience of the proposed assets, while ensuring that AEMO would face no risk in fulfilling their obligations as the Market Operator with the adoption of digital IEC 61850-based substations.
